Contexr is a ‘possibilist’ organization designed to deliver optionality to decision making via a thorough analysis of the context around an opportunity. Possibilism looks for ways to find advantage in chaos. It is interested in disproving ‘no’ as an answer.

Over the past thirty years, managerialism has displaced leadership in public and private institutions and organizations. The former is deeply concerned about process whereas the latter is focused on outcomes. It is impossible to have one without the other, but the imbalance in the favor of process needs readjustment. In managerialism, the gathering of data becomes a prized activity in its own right. It is what passes for work. What is being measured is input, not outcomes. A leader will look for information that disproves a hypothesis in order to get to the root of the problem. Knowledge and experience matter in determining the difference between noise and context. It helps determine what data really matters and what does not.

Adam served as a Principal Strategist for USSOCOM where he was involved in designing clandestine war plans for special mission units. He is now Director General of Contexr, a national security upstart start-up based in Washington DC. Adam has lived, studied and worked all over the world including as a Special Director of Strategic Programs for an allied DoD in the Indo-Pacific. He earned a PhD under Sir Harry Hinsley (wartime codebreaker and official historian of British Intelligence in WWII) at St John’s College, Cambridge, where he researched the rise of non-state actors as challengers to the power of the state. Over the course of more than a decade he served with distinction as a professor of strategy at the
United States Air War College, the
United States Marine Corps Command and Staff College, and the
United States Naval War College. At Newport, Adam was Director of a classified US Navy intel-planning-ops cell dedicated to assessing future enemy WMD concepts of operations and charged with devising innovative ways of deterring and defeating such threats. This organization was unique in the US Government in that it combined activities across the J2, J3, and J5, for US Strategic Command, US Special Operations Command and US Pacific Command (primarily), and worked closely with the IC and the NSC in assessing, developing and shaping America’s nuclear war plans. Contexr’s mission is helping US DOD (and related organizations) prepare for major great power conflict in Asia by providing much needed context to operational and strategic design.

He served for five years as the Vice President for Military Programs at United Aero Group. Prior to joining United Aero Group, he served for three years as the senior Aviation Advisor for the Kingdom of Saudi Arabia, Ministry of Interior Aviation Program Office, and the General Security Aviation Command’s helicopter programs following his retirement from Sikorsky Aircraft Corporation in 2012 after thirty years of service.
He retired from Sikorsky Aircraft Corporation, as the Director, International Maintenance Operations for Sikorsky Aircraft Corporation, Sikorsky Aerospace Services, a subsidiary of United Technologies Corporation. He has held several positions of increasing responsibility in New Business Development, Contract Administration, Program Management, Proposal Development, and Logistics Programs. Mr. Homza has also held positions as an on - site Sikorsky representative to the U.S. Army and U.S. Air Force aviation procurement commands, and as a law enforcement officer for the State of CT Department of Energy and Environmental Protection.
Mr. Homza’s primary career focus has been on the development, implementation, and operation of U.S. and international military helicopter operations, maintenance, and logistics programs supporting international Direct Commercial Sales, Foreign Military Sales, and U.S. military contracts in the U.S., Saudi Arabia, Kuwait, Ecuador, Brazil, Colombia, Australia, Singapore, the UAE, Turkey, and other locations.
Mr. Homza has participated as a defense contractor for Sikorsky in Operations Desert Shield/Storm/Farewell, several Intrinsic Action efforts in Kuwait, the Military Observer Mission Ecuador and Peru, Plan Colombia, and supported U.S. and coalition military operations in Turkey during Operation Iraqi Freedom.
Mr. Homza has successfully led and managed complex logistics programs in high-visibility/high-risk operations, and possesses a strong project management background, especially in an operational context. He has interfaced with senior and command level elements including the U.S. Congress, NSA, DIA, DOS, CIA, DOD Joint and Logistics Staff, USAAMCOM, USDOD DSCA, USDOD SOLIC, USCENTCOM, USSOCOM, and USSOUTHCOM elements, and selected foreign military and agency counterparts thereto.
Mr. Homza is a graduate of Boston College with a B.A. with honors in a Philosophy and Political Science double major with a minor concentration in Geology. His graduate degrees include a M.A. with honors in Defense Program Management, a M.A. in Transportation Logistics, and a Masters Certificate in Unconventional Warfare and Low Intensity Conflict from the American Military University, and a Masters Certificate in International Affairs from Washington University in St. Louis, MO.
Mr. Homza is certified as a Demonstrated Master Logistician by the U.S. Army Logistics Management College and SOLE; the International Society of Logistics, and has also completed the U.S. Army Logistics Executive Development Course, the U.S. Army Maintenance Mangers Course, both U.S. Army Support Operations courses, both Defense Distribution Management courses, the U.S. Army Multinational Logistics course, the Defense Security Investigative Facility Security Officer course, and International Affairs courses at the University of Dayton in conjunction with the U.S. Air Force Institute of Technology.
Mr. Homza has published articles on aviation logistics and special operations support for the Army Aviation Magazine, Army Logistician Magazine, the Association of the U.S. Army Institute of Land Warfare, and the Low Intensity Conflict and Law Enforcement Journal.

Greg Jannarone has an extraordinary record of accomplishment in the US special operations community, starting as an active duty air commando engaged in combat operations and rising to positions of high trust and confidence in nationally sensitive missions as a planner and later, strategic thought leader within US Special Operations Command (USSOCOM).
Throughout his career Col Jannarone led foreign/adversary/other behavioral assessments in strategic and compartmented planning activities. Col Jannarone is responsible for three particularly important achievements. In each case he originated the concept, was its creative driving force, and became its key leader.
Col Jannarone entered the USAF from ROTC in 1966, retiring 27 years later in 1993. He never stopped serving, extending his important contributions to national security in various capacities for a further 27 years until his retirement from the civil service as a GS-15 in 2019.
As an air commando, Col Jannarone saw combat duty in Viet Nam, Laos, and Thailand. Additionally, he served on four continents, from tactical units to national level; as a USAF and joint special operations officer; attack/fighter/reconnaissance/transport aviator; PSYOP, civil affairs/civic action, and strategic deception officer; UW, COIN, and FID planner; targeteer; doctrine writer; educator; and as a special activities and focal point officer with OGAs. He was one of the early qualifiers for designation as Joint Specialty/Joint Qualified Officer. Representative assignments include SOCEUR UW and contingency planner and Focal Point Officer; and security assistance Commander of US MAAG, in Peru.
Upon retirement from active duty, he remained in the national security realm for nine years, working with or for USAF, DOD, and intelligence organizations in a variety of capacities: Assistant Professor and BIA Center Director at the Air War College (academic/research/analysis); Adjunct Professor at JSOU/USAFSOS; overseas trainer for DOD Center for Civil-Military Affairs; allied SOF advisor; doctrine developer and reviewer; and as a special operations consultant.
Colonel Jannarone’s awards include the following: Defense Superior Service Medal, Distinguished Flying Cross, Bronze Star, Air Medal (oak leafs), Meritorious Service Medal (oak leaves), Defense Meritorious Service Medal (oak leaves), Air Force Commendation Medal (oak leaves), three Presidential Unit citations, Air Force Outstanding Unit Award with V, and the Republic of Vietnam Gallantry Cross with palm and frame.
Greg Jannarone speaks several languages and completed two resident masters degrees: Asian Studies and History at San Diego State U.; Latin American Studies and History at the U. of South Florida. His professional military education includes residence programs at Squadron Officers School, Joint Forces Staff College, the State Department’s 10 month “Senior (Executive) Seminar,” and a year as a USAF Research Fellow with the RAND Corporation in California.
